- Step 1: Heat skillet over medium-high, sauté onion and garlic 2-3 minutes until soft. Add ground beef, cook 6-8 minutes until browned, drain fat. Season with chili powder, cumin, salt, pepper; stir 1 minute.
- Step 2: Mix in refried beans and 1 cup cheese over low heat 2-3 minutes until creamy. Cool 5 minutes. Fold in salsa if using.
- Step 3: Warm tortillas, spoon 2 tbsp filling per, fold envelope-style into tight rolls. Fry in hot oil 2-3 min/side or air fry 375°F 8-10 min, flipping. Drain and serve.
